Ms. Hess grew up on the Florida Space Coast where she witnessed the many early phases of space exploration. Those experiences motivated Ms. Hess to pursue a Bachelor's of Science degree in Electrical Engineering from Florida Institute of Technology. As her education progressed, Ms. Hess completed the Executive MBA program at the University of Hawaii. Soon after, in 2002, Ms. Joy Hess founded Wakelight Technologies, Inc. in Honolulu, Hawaii.

Her career path included:

• Telecommunication Technician for Harris Corporation, responsible installing voice and data circuits.
• Communications Technician for Teledyne Brown Engineering, successfully configured and managed communication links supporting test scenarios on a Strategic Defense Initiative project at Vandenberg Air Force Base, California that tracked real-time missile launches with decoy threat overlay.
• Senior Technical Director for Integrated Systems Analysts for Department of Defense networks throughout the Pacific Region:
• Senior Technical Consultant for the C4I Directorate to Commander-in-Chief, Pacific Fleet.
• Senior Project Manager for COMPACFLT where she earned the Secretary of the Navy Meritorious Public Service Award along with numerous other formal recognitions for providing on-time and on-budget delivery of highly demanding, high-risk information technology projects

Ms. Hess has served as Communications Director for the Board of Directors, University of Hawaii College of Business Administration Alumni Association. She is a Bridge member of the Navy League and a member of the Armed Forces Communications and Electronics Association.
